All Means All: A Scalable Vision for Community Power

 

 

All-In is a multi-sector coalition transforming how systems serve people by starting where the needs are greatest and lifting solutions that benefit everyone. First piloted in Cincinnati, All-In has delivered measurable results over the past five years in health, housing, economic mobility, education, and justice – centering lived experience, data, and collective action. In doing so, All-In has laid the foundation to replicate this model across the country.

What "All Means All” Really Means

  •  It means we uplift policies that support all.
  • It means policies must reflect the dignity, voice, and future of the community.
  • It means building power and creating solutions rooted in community wisdom.

 

 

Five Years of Results That Are Ready to Scale

From 2019 to 2024, All-In built a tested blueprint for systemic change. These wins were not symbolic – they shifted policy, redirected funding, and changed lives.

  

Health: Through partnerships, Community Health Workers reduced recidivism by 15% and supported hundreds, including expectant mothers

  

Housing: Built housing opportunities with apprenticeships, protections, and affordable financing

  

Economic Mobility: Trained and funded 45+ Black women entrepreneurs and advanced pay equity laws

  

  

Education: Secured $10M to expand broadband access, closing learning gaps for thousands of students in low-income and rural communities.

  

Justice: Informed policy reforms through voter education, public safety advocacy, and citywide racial healing events that have reached more than 3,000 residents.

Strengthening Communities Through Local Partnerships

All-In is a proud partner of Building a Healthier Cincinnati (BHC), a multi-sector collaboration co-led by resident stakeholders (Health Champions) that aims to build social and economic prosperity for Black women in Avondale. We realize this through bold policy efforts, an innovative healthcare career pipeline, targeted upward mobility supports, and social justice advocacy.

 

 

 

 

The Future: Scaling a National Model of Impact

All-In is entering its next chapter with momentum, community trust, and a track record of scalable wins. As we develop our next 3-year strategic plan, we’re laying the foundation to expand this model across the country. This plan builds on:

  

A Tested Coalition Framework: Embedded community-led change across city systems

  

Replicable Policy Victories: Secured tenant, pay, and health reforms with national impact

  

Narrative Change with Reach: Shifted public discourse through campaigns and storytelling - Empower & Eats and our Maternal Health Docuseries

  

Civic Infrastructure: Built a 165+ member coalition and trained 300+ local leaders

In an era of deep division and urgent need, our approach meets the moment: practical, people-centered, and proven to work. We believe co-governance isn’t a lofty idea. It’s a replicable practice. When communities are given the tools, power, and trust to lead, they make systems work for everyone.
